I generally prefer the more "sim" handling in Horizon, although the one place that Crew 2 wins is with drift events. If you want to win, you basically just drive on dirt roads exactly the same way as asphalt. Even on gravel roads with traction control and ABS turned off, the cars seemed to hate powerslides. The only one I hated was the rally/offroad races, because the handling just felt terrible. Boats, planes, hovercrafts, motorcycles, drag races are all pretty fun and distinct. On the other hand, each discipline feels quite different. You can do a street race with a Mini Cooper, a Mustang, and an Audi, and they seem to accelerate, brake, and corner in the same way. It still feels more arcadey than Horizon, and it a bit disappointing how this makes it so that all vehicles in a given class handle near-identically. It's definitely a lot better than Crew 1.

Meanwhile, Crew 2 seemed to have entire cities that seem completely unused. For any tiny stretch of road there's almost certainly a race that drives through it. Horizon 4's map is very densely populated with races, open world activities, collectibles, etc. Especially since they even took out landmarks that were in the first game! The map has some cool points for sure, but it also feels pretty sparse. I found the scenery in Crew 2 to be a bit disappointing.

But I have hundreds of hours in Horizon 4, and usually play a couple nights a week.
